The three centers are the Facility Readiness Center at Fort Sam Houston, Texas; the Institutional Training Center in Fort Eustis, Virginia; and the Soldier and Family Readiness Center in Fort Knox, Kentucky. The centers will respectively support settlement readiness, institutional training, and soldier and family readiness objectives.

The main contracts will be executed in the preparation centers with a decentralized contract administration.

The initial goal involves a restructuring of the Field Executive Office-Fort Sam Houston. An executive-level office will report directly to FDO-Fort Sam Houston and execute the Installation Readiness Contract for food service requirements as well as facilities including base operations, minor constructions, construction contracts. ordering, grounds maintenance, architectural and engineering services and custodial services. .

The MICC-Fort Eustis procurement office in Virginia will provide support for institutional training contracts. The objective is to increase savings and efficiency of contracts; reduce lead times and transition actions; and reduce corrective actions through the development of standardized approaches and the consistent application of corporate standardization initiatives.

The centers are expected to reach initial operational capacity on March 1, 2021, using current staffing authorities. The decision to establish readiness centers within specific procurement support brigades and field offices enables the command to optimize AMC lines of effort and the implementation of category management initiatives.

“The approved action plan centralizes the execution of procurement for complex actions, which serves to realign the capabilities of the MICC to strategically support key mission partners and command objectives,” said Massie.

Once a center has awarded a contract, it then transfers the action to a local MICC office for contract administration.

Each readiness center will have a migration manager responsible for maintaining advance procurement planning for any contract requirements that migrate. The follow-up facility readiness requirements aligned with the centralized readiness centers will migrate 24 months ahead of the target assignment date. The Category Management Team Leaders at MICC Headquarters will maintain synchronization with the Readiness Migration Leads. Prior to migration, the migration manager will ensure that all requirements documents are met.

Massie said institutional training and soldier and family readiness centers represent minimal impact, with the majority of the complex work already being centrally performed at MICC-Fort Eustis and MICC-Fort Knox. She added that the installation readiness requirements constitute about a third of the MICC’s annual expenditure; and the execution of these requirements is decentralized across the MICC footprint.
